What a tourist entry means
The official definition is precise: a Turista is a foreigner who enters the country “with propósito de descanso o esparcimiento, con un plazo de permanencia autorizado de hasta tres (3) meses, prorrogable por otro período similar.” In plain terms: up to three months, extendable by a similar period — so plan your documents around that clock.
Extending your stay
Extensions have windows, and missing them costs money. The DNM states that requests to extend residence “deberán efectuarse dentro de los sesenta (60) días anteriores al vencimiento de la residencia temporaria y dentro de los diez (10) días anteriores al vencimiento de la residencia transitoria.” In short: 60 days before a temporary residence ends, or 10 days before a transitory residence ends. Diarise the date; do not leave it to the last day.
If you overstay
Voluntary correction is possible but penalised. A foreigner who “se presentara en forma espontánea y voluntaria dentro de los treinta (30) días de vencidos los plazos” — presents voluntarily within 30 days of expiry — incurs a “recargo del cincuenta por ciento (50%)” on the fee. Turning up late voluntarily is far better than being caught, but it still costs half again the fee.
Requirements (Requisitos)
For the renewal/extension route, the DNM lists: a valid passport or valid ID card (Tarjeta de Identidad, Documento Nacional de Identidad, or Carné de Extranjería for MERCOSUR and associated countries); the renewal fee (tasa de renovación); and a valid transitory residence. For the Habilitación de salida (exit permit), the requirement is a valid passport, valid ID card, or valid national identity document from your country of origin.
The exit permit is short-lived
If you need an exit permit, note its clock: “la vigencia de la Habilitación de salida es de diez (10) días corridos.” It is valid for 10 calendar days — obtain it close to your departure, not weeks in advance.
