Paraguay Passport Documents Checklist
A Paraguayan passport (Pasaporte Policial) is issued by the Department of Identifications of the National Police. This checklist covers the documents for adults and minors, plus renewal and loss. Verified against identificaciones.gov.py, October 2026.

Adults bring a copy of a valid Cédula de Identidad and a SET tax-compliance certificate. For a minor, add a court travel authorisation (or both parents signing the record book). The official fee is Gs. 199,000, delivered in 20 working days.
Who issues it
The Department of Identifications of the National Police issues the document through its offices nationwide. The passport complies with the Mercosur GMC Resolution 40/98 common features for member-state passports and is also based on the recommendations of ICAO. Its validity is 5 years.
Documents — adults (mayores de edad)
- Copy of a valid identity card (Cédula de Identidad).
- Tax-compliance certificate — the C.C.T. (Certificado de Cumplimiento Tributario) or the Constancia de No ser Contribuyente issued by the SET (downloadable from the SET / Marangatu site), under SET General Resolution No. 3/13.
Documents — minors (menores de edad)
- Copy of the valid identity card of the minor and of the parents.
- Travel authorisation issued by the competent Juzgado de Paz or Juzgado de la Niñez y la Adolescencia, under articles 100 and 101 of the Childhood and Adolescence Code, Acordadas 1048/2016 and 1049/2016 of the Supreme Court of Justice, and Executive Decree 10599/91 (for cases where the child is accompanied by one parent and/or their guardian).
- Alternative: if both parents attend the application, they may sign the record book at the Passport Division, leaving on record the authorisation they grant. They must bring copies of the parents' and the child's identity cards on one sheet.
- In all cases: attach a copy of the parents' valid identity card.
Renewal and loss
- Renewal: if you hold a valid passport booklet, you must present it for the blank pages to be cancelled; the document is returned to you.
- Lost or stolen valid passport: present the transcription of the loss report (denuncia de extravío) to start a new application, under Resolution No. 51/2016 of the Department of Identifications, based on ICAO recommendations.
