Taiwan Passport Documents Checklist
A first Taiwanese passport is issued by the Bureau of Consular Affairs (BOCA), at its Taipei office or one of four regional offices. This checklist covers the three application routes and the document matrix. Verified against boca.gov.tw, October 2026.
The 15-second answer
Gather your new-style national ID card, a simplified application form and 2 compliant photos. Choose one of three routes: in person at BOCA, confirmation at a household registration office then an appointed agent, or a one-stop household-registration service.
Three ways to apply
- Route 1: apply in person at BOCA or a regional office.
- Route 2: confirm identity (人別確認) at any household registration office, then continue through an appointed agent.
- Route 3: the one-stop service at a household registration office (one counter handles it end to end).
Documents to bring
- Nationality proof: a new-style national ID card in original — or a household certificate (original or copy), or a household registration transcript issued within 3 months.
- Simplified passport application form.
- 2 photos meeting the specifications.

Minors (tiered)
- 18 and over — standard documents.
- 14–18 — as the official table sets out.
- Under 14 — a legal representative, or an appointed companion within the third degree of kinship, with proof of relationship.
- Under guardianship — a legal representative plus proof of guardianship.
