When you renew a passport, the first hope is usually to reuse the photo you already have. For a new passport that hope fails: you must supply a new photo, even if your appearance has not changed. The rule is blunt and worth reading twice: you must get a new photo when you get a new passport, even if your appearance has not changed. Reusing the crop from an old application, or the same image that already sits in a previous passport, is not an option. The photo is tied to the application, not to how you happen to look.
The one-month rule
Freshness is fixed on the applicant side: your photo must have been taken in the last month. The examiner side states the same limit with the trigger for a rejection: customers must send photos taken in the last month, and if an examiner suspects a photo is older than a month — for example because it carries a date stamp — they must reject it. That is why a photo with a printed date on it is a liability, not a neutral detail.
How long HM Passport Office can use a photo it already has
There is a distinction between a photo you send with a fresh application and one that is already with the office. Photos that have been with HM Passport Office can be accepted for 12 months if the passport holder is an adult (over 16 years), or for 6 months if the holder is a child (under 16 years). What forces a new photo
Two things push an application back for a new photo. The first is time: photos must always show a true likeness, and the office will need to ask for new ones if the photos have been with them too long. The second is change: if your appearance has changed and you cannot be recognised from your existing passport, a renewal falls into the set of cases that need a countersignature. In practice, the harder the change — a major change of hair, facial hair, weight or features — the more likely a fresh, clearly recognisable photo is the only safe route.
Photos that cannot be reused
When you do supply a photo, send the real thing. Guidance on the US side makes the principle explicit: do not submit photocopies or digitally scanned photos — submit the original, unchanged photo. A copy of a print is not a print, and a scan of an old photo is both copied and old, so it fails on two counts at once.
When an appearance change needs a countersignature
An appearance change is not only a photo problem; it can also be a paperwork one. A renewal where your appearance has changed and you cannot be recognised from your existing passport is one of the situations that calls for a countersignature on the application. If that applies to you, sort the countersignature alongside the new photo rather than after it.
