Passport Card Photo
Passport cards are a separate document type, but the photo rule is the same one as for the passport book. This guide covers the Irish Passport Card and the U.S. passport card — how each is used, how the photo rules apply, and where an exact-match rule bites. A card is not a book
The Irish Passport Card “is available to all Irish Citizens who hold a valid Irish Passport Book”, and the U.S. passport card is described by the Department of State as “a wallet-sized, plastic passport that has no visa pages”. Both are separate travel documents, not substitutes for the book.
What the photo rules are
The photo is the passport photo. Ireland’s Department of Foreign Affairs states directly: “You need a digital photo to apply for a Passport Book or Passport Card online.” The card uses the same digital photo guidelines as the book, so there is no separate card photo specification. A card-specific photo size is not published, so not asserted here.
Ireland: exact match required
The Irish requirement is strict: “Your personal details must be an exact match of the details that appear in your Passport Book.” The card itself lasts “5 years at the most”, and where the book has less than 5 years of validity remaining, the card matches the book’s expiry date. It is valid for travel to all EU Member States, the members of the EEA (Iceland, Liechtenstein and Norway), Switzerland and the United Kingdom.
For paper passport applications Ireland still wants printed photos — 4 identical photos, no more than 6 months old, with a minimum of 35mm x 45mm and a maximum of 38mm x 50mm. Our printing guide covers printed output.
United States: same forms for book and card
The U.S. Department of State says it uses “the same forms for both passport books and cards”, and the first step on the form is to select a passport book, a passport card, or both. You can apply for either, or both together. The card has “the same length of validity as the passport book”. There is no published evidence that the card’s photo differs from the book’s, so no difference is asserted here.
Where each card can be used
The Irish card is valid for travel to all EU Member States, the EEA members, Switzerland and the United Kingdom. The U.S. card is “for U.S. citizens who travel by land and sea from Canada, Mexico, Bermuda, and some Caribbean countries” — it “is not valid for international travel by air” and is cheaper than the passport book. The U.S. card cannot be used to fly to or from a foreign country, although the TSA accepts it as ID for domestic flights within the United States.
