Passport Photo Refunds and Returns — What Happens When a Photo Is Rejected

If a passport photo is rejected, two questions come up: do I get my money back, and can I get my photo back? The official answers are both narrower than people expect. If you refuse to send another photo after a rejection, no passport is issued — and refunds are considered under the refunds guidance rather than automatically. Paper photos are not normally returned, because they become part of the official records, though there is a limited route if your application is still live. The 15-second answer

Refused a new photo? No passport is issued

The standard is direct: if HM Passport Office has rejected a customer's photo and the customer refuses to send another photo, we will not issue them a passport. And on the money: the office will consider any requests for refunds in line with the refunds guidance. So a rejected photo does not, by itself, produce a refund — the refund question is handled by the separate refunds policy, and the practical route to a passport is to supply a compliant photo. That is why the cheapest path is usually to fix the photo rather than to dispute the fee.

Getting your paper photos back

The standard answers this in two parts. First: HM Passport Office will not normally return customer paper photos, as they are part of our official records — so do not expect the posted photos back as a matter of course. Second, the exception: if a customer asks and their application is still live, we may return their unused, uncertified paper photos, unless there is evidence of fraud. Three conditions are worth reading off that sentence: the application must still be live, the photos must be unused and uncertified, and there must be no evidence of fraud. If all three hold, a return may be arranged on request — note it is "may", not "will".

A passport issued with the wrong photo

If a passport has already been issued with the wrong photo — whether the error was the office's or the customer's — the standard says you must refer to the process for correcting errors on passports. This is a different track from a rejection: here the passport exists and needs correction, so the route is the correction process rather than a photo resubmission.

Official policy vs a shop's promise

Be careful to separate two things that both use the word "refund". A photographer or a shop that took your photo may offer a reprint or a money-back promise as a matter of their own customer service — that is a commercial commitment between you and them. The official position is the one above: a rejected photo does not automatically mean a refund of the passport application fee, and refunds are considered under the refunds guidance. If you paid a third party, their promise is where you look for a reprint; the passport office's rules are where you look for the application fee.
