The official page states the requirement per case, verbatim:

The 35 × 45 mm frame
Armenia uses the common portrait rectangle: 35 mm wide, 45 mm tall. This is the same footprint as a long list of national passports, so the crop geometry is well understood — a close-up of the head and the top of the shoulders, face centred, head filling most of the frame. Because the size is the familiar 35 × 45 mm, a correctly framed photo for a compatible country can usually be reused; see the full size chart for the other formats the site supports.
Note what the official text does not give: there is no head-height band in millimetres and no percentage of the frame, so do not copy a chin-to-crown figure from another country's rules into an Armenian application.
Colour, and identical copies
Two words in the requirement matter. Colour: the photo must be in colour, so a black-and-white or desaturated print is out. Identical: every copy must be the same image, not two different frames from the same sitting. Print the copies from one file so they cannot drift apart in crop or exposure, and lay them out with the photo print sheet so the size matches on every copy. Recency: taken within the last six months
The photo must have been taken within the last six months — all three of the official formulations repeat that clause, so it applies whatever your case is. The size, the colour and the six-month recency are the same across all three; only the count changes. If your case is not one of these, ask the consulate which figure applies before you print, because the official page lists these three cases specifically. The e-Visa publishes no photo technical spec
Armenia's e-Visa service is a JavaScript web application and does not publish a photo technical specification — no size table, no background rule, no pixel or file guidance you can read before you start. So for the visa route there is no official figure to copy, and any number you see quoted for an Armenian e-Visa photo is not from the official source. If a consulate or an application portal does tell you a format, follow that specific instruction.
What is still not published
The official passport page fixes the size, the colour, the recency and the count — and nothing else. In particular the background colour is not stated on that page, so it cannot be confirmed from the official source; a light, plain background remains the safe default across passports, but it is a default, not a quoted rule.
