Size and background, in the official wording
The specification is stated as adopting ICAO 9303, and then lists what that means in practice. The size is explicit and exclusive: “Tamaño de 2 x 2 pulgadas (5 x 5 cm). No se aceptarán otros formatos” — 2 × 2 inches, 5 × 5 cm, and no other format is accepted. The background is just as firm: “Tome la foto con un fondo blanco. No se aceptarán otros colores de fondo ni bordes” — shoot on a white background, and neither other background colours nor borders are accepted. Lay the square frame out accurately with the photo print sheet.
Framing, pose and expression
The photo is a frontal head-and-shoulders view: the person looks straight at the camera, with a neutral expression — “ojos abiertos, boca cerrada, frente descubierta y orejas visibles” (eyes open, mouth closed, forehead uncovered, ears visible). On proportion, the official text gives a number rather than a bare instruction: “La cabeza y la parte superior de los hombros deben ocupar entre el 70% y el 80% de la fotografía”, and “desde la parte superior de la cabeza hasta el borde superior de la fotografía debe haber al menos dos milímetros de separación” — head and upper shoulders at 70–80% of the photo, with at least 2 mm of clear space above the head. Two routes: at the office, or a JPG you upload
The official guidance describes both a photo taken at the Passport Office and an online route where you attach the file yourself. On the online route the requirements tighten: the photo must be attached as JPG, “no deberá ser retocada en ninguna forma” (it must not be retouched in any way), and it must have “no aretes ni lentes” (no earrings and no glasses), with the forehead and ears visible. That is a stricter list than a general portrait, so remove jewellery and eyewear before you shoot.
