For a Ugandan passport you apply online but attend a passport centre in person, where you report “for enrollment” — the point at which your photograph and biometrics are captured. Ugandan passports are issued by the Directorate of Citizenship and Immigration Control (DCIC). Applications are made online through the DCIC Passport Portal (passports.go.ug), but the process ends with an in-person visit: the official steps require you to “Report to the selected passport Centre with the passport appointment form with the appropriate application requirements displayed on the website, for enrollment”. Your photograph and fingerprints are captured at that appointment. official ↗

Because the photo is captured live at the centre, any “official size” you may see quoted for a Ugandan passport on third-party sites is not part of the official procedure — the official pages do not ask you to supply a prepared photo and publish no self-supplied frame, background or pixel figure. Fee and where to apply

An ordinary passport costs 250,000 UGX; express processing adds 150,000 UGX, paid separately in a bank. There are passport control offices in Kampala, Mbale, Mbarara and Gulu (the main office is at the Ministry of Internal Affairs, Plot 75 Jinja Road, Kampala), and Uganda also processes passports at its missions in Washington DC, London and Pretoria.
