Kosovo Passport Checklist — Documents & Application Steps
Kosovo passports are issued by the Ministry of Internal Affairs (MPB), following Administrative Instruction MPB No. 06/2018. This checklist sets out the documents by age, the fee and the collection rules. Verified against the Ministry of Internal Affairs (mpb.rks-gov.net), October 2026.
Documents by age and case
The procedure follows Administrative Instruction MPB No. 06/2018. The documents required depend on the applicant's age and case:
- Under 16 — a birth extract (original or copy).
- 16 and over — a Kosovo ID card.
- Renewal — the old passport.
- Lost or stolen — a police report (original, or a notarised copy).
- Proof of the parents' identity, together with the specific documents for single-parent, deceased-parent or separated-custody cases.
- If you were born in Kosovo to foreign parents who later acquired Kosovo citizenship, a citizenship decision is also required.
Any document in a foreign language must be accompanied by a translation into an official language.
The fee
A fee of €20 is payable at the counter when the application is made. The published page states this amount in the context of the procedure for minors; confirm the current adult fee at the counter when you apply.
Collection rules
- Aged 18 and over — collect in person, or by verified authorisation (which includes a photograph).
- Under 18 — both parents or the guardian accompany the applicant, with the parents' documents and, where applicable, a notarised authorisation.
- Collection by a single parent is allowed on presentation of the required documents, which include the birth extract and the prepared passport.
The photograph
The Kosovo passport photo follows the standards in the administrative instruction; the Ministry's service page does not itself publish the photo dimensions. Check the country's format on the Kosovo passport photo page before you prepare one. For other formats, see the photo size chart.
