Singapore LTVP Guide
The Long-Term Visit Pass (LTVP) runs on two separate tracks: family members of citizens and PRs apply through ICA, while family members of Employment Pass and S Pass holders apply through MOM. This guide sets out both, the fees and the Pre-Marriage LTVP Assessment. Verified against ica.gov.sg and mom.gov.sg, October 2026.
The 15-second answer
A Singapore citizen and their intended spouse who complete the Pre-Marriage LTVP Assessment (PMLA) before marriage get a processing time of 6 weeks instead of the usual up to 6 months — and the PMLA is free.
Two tracks, two agencies
- ICA (family line): foreigners who are the spouse, child or parent of a Singapore citizen or PR.
- MOM (employment line): family members of an Employment Pass or S Pass holder.
ICA eligibility
As a foreigner, you are eligible to apply for a Long-Term Visit Pass if you are:
- Spouse of a Singapore citizen — your spouse sponsors your application through ICA e-Service using Singpass.
- Spouse of a Singapore Permanent Resident (PR) — sponsored through ICA e-Service.
- Unmarried child aged below 21 born within the context of a legal marriage to, or legally adopted by, a Singapore citizen or PR.
- Parent of a Singapore citizen or PR — note that parent(s)-in-law are not eligible; if your citizen/PR child is below 21, a local sponsor aged 21 and above is required.
- Graduate from an Institute of Higher Learning seeking employment in Singapore (applications via the non-Singpass option).
- Parent or grandparent of a child studying in Singapore on a Student’s Pass — only one applicant (parent or grandparent) may apply.
- Visitor seeking permission to give birth in Singapore.
ICA assesses factors such as the individual’s family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. It also states it has no affiliation with any external migration agency or commercial entity.
The Pre-Marriage LTVP Assessment (PMLA)
For greater clarity on your chances of getting an LTVP, take the PMLA before marriage. A Singapore citizen and their intended spouse who complete the PMLA before marriage get a shorter processing time of 6 weeks for their LTVP application, instead of the usual processing time of up to 6 months. The PMLA is free of charge.

All fees are non-refundable, paid online by Visa/MasterCard, American Express, Internet Direct Debit or PayNow. Most applications are processed within 6 weeks provided all required documents are submitted.
MOM line: Employment Pass and S Pass holders
Eligible Employment Pass or S Pass holders can bring certain family members to Singapore on an LTVP if they meet all of these requirements:
- Hold an Employment Pass or S Pass.
- Earn a minimum fixed monthly salary of $6,000 (based on your salary, not combined household income).
- Are sponsored by an established, Singapore-registered company (usually your employer).
You can get a pass for a common-law spouse, unmarried handicapped children aged 21 and above, unmarried step-children under 21, and parents — only for those earning a fixed monthly salary of at least $12,000.
Renewal
Submit your LTVP renewal application at least 3 months before the expiry of your current LTVP. The renewed pass is valid from the date of issuance, and the remaining validity of the current LTVP is not carried forward.
